North Korean military officials are confirmed to have begun Monday an inspection of the inter-Korean Gaeseong Industrial Complex in the North Korean border city.
A Unification Ministry official in Seoul says the policy chief of the North's National Defense Commission and seven others visited the Gaeseong complex and toured around the facilities and companies operating there.
The Unification Ministry in Seoul said the North Korean officials also raised the issue of South Korean civic groups circulating anti-North Korean leaflets.
In a letter to South Korea on April tenth, the North threatened to take "decisive" measures including a reconsideration of providing military guarantees on cross-border passage if the South turns a blind eye to the leaflet distribution.
The ministry believes the inspection could be the North's attempt to use Gaeseong as a bargaining chip, as was done with South Korean facilities at the North’s Mount Geumgang resort.
North Korea conducted a similar inspection on the complex in November 2008 and six days later restricted passage to the business park.
